There was an overall decline in the number of car accidents between 2005 and 2009, a fact some are attributing to stricter regulations placed on teen drivers.

There was an almost 17 percent drop in accidents overall in that timeframe, and fatal accidents dropped 23 percent.

The rules teen drivers have to follow include drivers under 17 only being allowed one non-family passenger and drivers under 18 not being allowed on the roads during overnight hours without a parent or guardian except for work reasons.
